How much paper work need for Arranged Employment?

Subject: How much paper work need for Arranged Employment?
  I am connected to one employer who had done arranged employment around 6 years ahead. and he said that HRSDC dept are asking so many documents. last case it took him 8 to 9 months and he had to show everything - every minor details of his business.

like all details of last 3 years, from where he is getting goods, which port?, how many employeee he has who is getting paid more than $37000/year, how much morgage they are paying , how much left?, did they buy and land or property for business?, if he has partner they need thier sign also in the form etc etc. he had made 500 pages file for that( 6 - 7 years ahead). so he is not ready to do such tedius work again.

Now I talk to HRSDC dept and they said they need only few documents listed in website so anybody pass through same situation who can tell me how much paperwork need for arranged employment specially to get approval from HRSDC dept.

and I wonder if they made change in their policy nowdays??
