Subject: Police Certificate from the USA
  Hello,

My wife is going to immigrate from Japan so we are currently gathering all the required documentation. We just realized that she has to get police clearance from the USA as she went to school there for 2 years about 15 years ago.

I checked the Imm. website but there was no information on how a Japanese citizen is to attain the Police Certificate from the USA. It just tells how an American citizen can get one by contacting the FBI and submitting a letter from Canadian Consul and fingerprints on an FBI finger print card.

So, I´m assuming that a Japanese citizen must do the same thing but I can´t figure out the part about the finger prints. It seems that the FBI will only accept prints on one of their FBI finger print cards, how am I supposed to get that in Japan and then how am I supposed to find somewhere that can properly apply my wife´s prints to it according to the FBI standard?

Has anyone else had to get a USA police certificate from abroad? Could someone please explain to me in detail how this is done? I asked the Imm office responsible in Japan...but, they seldom ever reply to any of my e-mails.

Dan,

You would need to ask your wife to contact the US embassy
in Japan for assistance in this regard. Normally you would
need to hand them a fingerprints card issued by the local
police (ie, Japanese police). The embassy will then transfer the same to the States for clearance from the
appropriate authorities.

You have not mentioned how old your wife was when she
did her schooling in the US. She only needs to provide
a US Police clearance if she was 18 OR OVER during the
course of her stay there. If she was below 18, this clearance is not necessary! I´m assuming she must have
been well under 18 when she did her schooling in the US!

Thanks for the reply.

It was actually University. I believe she was 21? So, she needs the certificate. I guess I´ll get her to contact the US Embassy here.

So, if we got her fingerprints taken at the local Japanese police we could probably just submit the entire request for a US police certificate to the US Embassy here in Japan?

Thanks for the help, we´ll check it out and post back what happens.

Dear Dan,

I am not an expert in that but I lived in Japan for 2 years and I really doubt that you can get your fingerprints done at a Japanese police station ... I could be wrong, I just doubt it a lot.

The American embassy would be a good start though they may not offer this service. If you are in trouble, I suggest you download the FBI fingerprint card from the FBI website and do your fingerprints yourself. I did that and it worked wonderfully!

If the embassy can help you it is good if not you have this option. Hope it helps

As you said, check the embassy first or else I think you should just print out the FBI card and do fingerprints yourself.

Hi again Dan,

Yes, you have understood it correctly. This is how I had
applied for my UAE Police clearance cert as well - thru
the local UAE embassy where I now live. I had to submit them fingerprint cards issued by the local police authorities and some other docs (ppt copies, etc etc) and
they duly obliged in about 5 weeks or so. Of course I had
to remind them constantly and in fact even ended up
submitting certain docs twice (they misplaced my earlier
ones) but at least the work was done.

means by "do the fingerprints yourself" ???

Do the checking authorities (the FBI in this case) have
any guarantee that the fingerprints are yours ?

There´s a reason why the Canadian Immigration Dept. asks
us to follow certain procedures. If your wife gets her
fingerprints processed by the Japanese Police, the FBI cannot question their authenticity as they have their own
ways of validating these prints with the Japanese Police
(who would keep one set in their records).

Anyway, good luck, whichever way works out !

FBI does not require you to go to a police station to do fingerprints, you may but you don´t have to.

We did ourselves, bought ink in a stationery store, sit on a chair and one finger by one we put our fingerprints according to the instructions from the FBI website.

I am sure FBI is smart enough to find out if it is YOURS or not.

So once again, it is EASY.
