Since my first post was utterly ignored. I will try again....
If someone were to have their fingerprints done in the phillipines by a local police station and they have never been to america, would they still need to submit the fbi card to america?
Also, after you have done a local police clearance and fingerprinting in your native country, does Canada immigration ever fingerprint you again?

FBI is Federal Bureau of Investigation. This is local American Bureau and investigaes criminal acivities of those who are/were in the US only. If you have never been to the USA, you do not need FBI clearance...

you were not utterly ignored - more likely nobody had a answer for you that might be correct.
CIC instructions are pretty clear - you require police clearances from countries where you have resided more than 6 mohths. If you have never lived in the US... I guess it would be safe to assume you don´t need a US police clearance????
Canada only finger prints criminals upon arrest - this may change if there are new security rules put in place because of international requirements.
In future, being snippy about not getting prompt answers to stupid questions may find you with no response at all. This forum is made up of people just like you, trying to help each other - for free, with no obligations to provide service. How many threads have you read and not offered an answer? Exactly. If you want guaranteed service, you will need to pay someone for it.
