I Telling you maybe my english is not so good but i would like to go to
canada. i am from poland i have phd degree can i find a job in poland i do not now , but i have nobody to wait for me in poland, that is why just made my mind .just tell me is it possible to transfer my file from detroit to ny.

Keep trying. Phd degree is very good, but you need work experience in a field where skills are needed (looks like you´ve already applied from the U.S.). Also based on your post, your level of English would be a problem and needs much improvement to be accepted for immigration.
And (above is correct) you can´t request a file to be transfered.
I´ve read and heard that despite economic modernization in Poland (since the downfall of socialism there), jobs have become difficult to find even for those well qualified.
