  Sir I am a Canadian citizen who has married a mexican woman. She moved to Canada in June 2007 and we mailed in our application for in Canada class sponsoring a spouse for permanent resident status on June 15, 2007. We are now expecting a child and she needs OHIP to see a doctor. OHIP requires a letter from Immigration that says she passed her medical exam in June . OHIP would then cover her medical expenses. Immigration will not release this letter to us even though the information is posted on their website to which we have no access. I have been to my MP but with no success so far. My wife´s sister just spent 2 months in hospital this year while she was pregnant. The same scenario here for my wife as it stands now is that the hospital would charge us $2,000 a day plus doctor fees and incidentals. We obviously cannot afford this. We see our only alternative as to have my wife go home and have the baby in Mexico and then to reapply in the outside Canada class for the two of them when the child is born. The MP´s assistant says this would take a ministerial intervention and it is not a life and death situation so they would not even consider this motion on our behalf. A nurse practitioner told me this could be a life and death situation at any time. We just cannot afford the risk that she will have to spend any time in hospital. Private health insurances say will cover her but not for 9 weeks prior to the birth and the 9 weeks after the birth. Do you see any other alternative. Our local MPP is also working on our behalf but time is running short to act upon this issue. Do you have any ideas. Immigration says that she will get the medical pass letter once she passes her first stage of the permanent resident application in principle, But due to Immigration only working on applications up to December 2006 now , it will be at least 8 months or so until we het this. This is of no good to us now. The normal wait time to get OHIP is only 3 months into this process. Mind you I am a Canadian citizen sponsoring my wife.

It seems a double standard to me that in a jail if a person from another country comes in with charges as an immigration hold that they are instantly covered under our OHIP system. No expenses are incurred by them for any health services they receive while they are in custody.

Short cut did not work eh.

Permanent Resident applications is an application that is meant to be submitted outside of Canada. That is were your wife should have been applying from. Processing times is an average of six months see http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp

Your wife will not even obtain approval in principle for seven to nine months and then the three month OHIP clock starts ticking only then.

The baby when born will automatically be covered by OHIP but you tried to beat the system so you must pay for your child´s birth.

Too many women come to this country pregnant and make a refugee claim, Give birth and then withdraw the refugee claim and go home to try and beat the system.

I do not see it as a double standard.

Sir There was no trying to beat the system. We conceived this child to be in Canada and by an act of a higher power we have a gift coming in the form of a new life. There is an in Canada class that we applied for the permanent resident card. This is done through Vegreville Alberta´s Immigration processing centre. OHIP will grant her OHIP coverage if we receive the letter that currently exists on the Immigration Canada web site. There was no attempt to cheat the system. I have always paid my taxes and then some. My friend who is the head of Immigration at our international bridge plaza even went over our form in June and said it would take only six months to process our application as it was so well completed. The tardiness is on the behest of Immigration Canada.
