I have 70 points right now.In March-08 i will finish my masters and also increase my work experience so it will be 75 points.
I want to know i have to wait till march or go ahead.

all you need is 67 - when you get to March 08, send CIC and update.

CIC states that you must meet ALL REQUIREMENTS AT THE TIME YOU MAKE YOUR APPLICATION, therefore education and experience acquired after the date you make your application will not be considered, unless the officer uses his discretion.
If you have 67 points now, you are qualified.

yes, you must meet the requirements at the time you make your application... but with the short form application, supporting documents are supplied at a later date. I would think it is more than appropriate to include the updated educational status, just like you would update marital status or change in address etc.

Absolutely, you MUST qualify with your 67 points on the day you apply. CIC has the perogative not to factor additional point related information supplied later as Balwant suggests but my instincts would tell me that they would include the info in your file.
