She is not wearing it all the time. Look to her pics in this link:

She suffers from Graves, a genetic thyroid condition that makes her sensitive to bright lights.
It can also cause shakes and tremors and sensitivity to heat and cold.
She was very recently diagnosed but said it will not affect her work, other than causing her to wear tinted shades sometimes during Question Period as she battles the opposition on the government´s daycare plans.
She does not wear sunglasses because of the equatorial tropical Canada.
