Depends greatly on the country from where you are coming.

Not to discourage you, but a rejection seal in the PP is very bad if it is recent. They may interpret that your intention is dual.

In general you have to show strong ties with your home country so that they don´t suspect that you would stay there after your study. Good job with a letter of study leave..high bank balance...property in your name..tax docs..also family ties..if have any bro/sis in USA then it is negative...

Rejection doesn´t matter on stamping anymore as they finger printed.

If they come to know that you have your bro/sis already there then depending on their mood they may intepret that you woudn´t return also.

Sorry to say, lot depends on your luck.

Agreed with DC, it does not start well for you.

Don´t lose hope, show ties to your home country. You may be lucky.

Yes, you will.

BUT, that is a long term project. It may even take like 8-10 years.

When it is a sponsorship case you do not qualify. Only your parents will get their green card not you. I am in US and when my brother sponsored my parents I didn´t qualify. I was under 21 too. Your brother will have to sponsor you, you will be better off waiting the 8-10 yrs.... sorry to be the bearer of bad news. you can also go online and check out the US immigration website the form which your brother fills clearly states that..
Goodluck

US immigration is painful, 10 years I think is min´m.

So, your brother may apply for you, but rather than sitting for 10 years try to get the F-1 in between.
