what is market like and the salary range like in toronto or vancouver for an accountant with paper qualification from UK, 15 years experience?
does the salary enough to have a comfortable life like in Singapore.

That depends if you are going to be dealing with companies funds any accountant should know more then just something about tax laws in the country that they are controlling the persons/companies funds.
