Why should you know they are doin background check. such a dumb question? Its a part of the whole process. Do you have somethin to hide? then why worry.

And
background checks starts after selection decision (after you get interview waiver or you pass your interview).

Any idea of how long after interview waiver? I got my interview waiver, but they asked for police certificates, which I had already submitted with the application package. My only explaination is that the initial police certificates expired due to the lengthy process and they need current ones...

After you got interview waiver the security check begins. It may takes a couple of months to more than a year depending on your nationality and some other parameters.
If you have been asked to submit new PCC, just do it immediately.

How much time BC takes after interview (in reply to: Background check)
Its always necessary that BC is done before interview. If interview is done in NYC how much time it takes to do BC?

Hey does anyone know if you had your fingerprints taken in the USA for a criminal record, but now you want to come to Canada from india, will your criminal record from the USA show up in canada, through your fingerprints?
