  I think for english proof add any document as available now and writing a letter stating that you have been using english for so much time and things like that and stating if CIC still want then IELTS proof will be submitted later. This way you can buy some time and at the same time you will be in queue

This is the best strategy, include the written submission for English language proficiency along with the supporting documents. If IELTS is requested you can always appear later. By the way, if you can manage with less English points say 10-12, try not claiming 16 points with written submission. This may help in avoiding IELTS request altogether.

I would have to disagree, I don’t think that is the best strategy. Perhaps one of the strategies, but not necessarily the best. In my experience, bureaucrats tend to follow rules and regulations to the extreme (in order to cover their own ass). If you can provide official documents, its always better. By doing so, you are removing any doubts in the visa officer’s mind. If you explain you have high proficiency in English, it may still create doubt in the visa officer’s mind. If you provide IELTS, there is no doubt. Why create unnecessary doubt and delay the processing? IELTS is not that difficult for someone proficient in the language. Its not that expensive. By doing it upfront, you are helping the visa officer make a decision quickly, instead of having to go back to you asking for more evidence and thus delaying processing your file.

Ray, you are right but here the case is slightly complicated , they have very little time left to stay in US and may end up going to India in the first week of new year.
They are also not getting any near by IELTS exam test date .
If they don´t do it like this way it will be almost impossible for them to submit application from US
