CAIPs can be ordered by a Canadian citizen, permanent resident or a person residing in Canada. If you know any such person you can provide him with IMM5475E (Authority to Release Information) and IMM5563B (Access to Information and Personal Information Request). Otherwise, you can use some online sites to order the same. Processing times are usually between 4-6 weeks.
You mentioned that the deadline for your IELTS is in December so you probably are short on time. However, December is a slow month as far as CIC is concerned. Another important thing is not all people´s CAIPS has the information that you are seeking, same way as not all people´s interview reasons are mentioned in the CAIPS notes.
