?Almost all applicants in Rabat settle in Quebec; in such applications, the MICC approves sponsorships. Though most
are approved promptly, a fair number are delayed by the lack of both a CSQ and approved sponsorship.? ?Seeking to
process applications on paper, we found, however, that few applicants responded fully, leading to frustration and delays.
Instead, we are now convoking all applicants, shortly after receiving and creating their files. The PA´s see the applicants,
review supporting documents and prepare applications for interview or waiver on the spot. Staff are pleased with the
changes and processing times are falling.?
Quebec skilled workers: ?In 2004 and 2005, we received about 3,700 Quebec skilled worker applications, more than
five times our 2005 target. ?So while the MICC appears to have settled on an annual target of about 2,200 CSQs in
2006 and 2,400 next year, there remains a 2.5 year inventory of Quebec skilled workers, in terms of 2006 levels. We are
currently processing applications received in April 2005. ?In order to process all Quebec skilled workers who applied
in 2005, our 2007 target would have to be double our 2006 target. As a result, and as we will note in our targets message,
we expect to be able to issue visas in 2007 for Quebec skilled workers who applied before November 2005. But by late
2007, we will be processing files received in 2006.?
?Federal skilled workers a.k.a. franeophones hors Qu?bec: This remains a very small movement, making up just under
16% of our 2006 levels. Takng into consideration the relative size of our NI movements, this program takes up no more
than 5% of our time. ?our post-selection queue contains about 13 months of immigrant visas, expressed in terms of our
2006 target. We therefore anticipate being able to issue a substantially larger number of visas next year. We are
conducting a project to convoke for immigrant visas those applicants who have not paid their RPR fees but whose files
are visa-ready. Since some of our Federal applicants have delayed visa issuance by simply not paying these fees, we are
re-gaining control over the processing of these files, reducing processing times and, hopefully, reducing the size of our
post-selection queue.?
?Moroccan students are finding it harder to obtain permission to study in Europe and schools in Quebec are actively
promoting their programs in Morocco. As a result, and in contrast to the rest of our NI movement, student application
intake has increased by 25% in 2005 and roughly 20% this year. We have not allocated more staff to NI processing than
in previous years. Rather, by providing clear instructions and documentary requirements to applicants up front (and
on-line), we have reduced the time it takes to process these applications and only request additional documents not
specified in our application info sheets; otherwise, incomplete applications are generally refused. Clear and published
guidelines have also had a very significant and positive impact on the number and the tenor of representations.?

what is most interesting is it appears that CIC staff are trying to resolve a delay problem! WOW - I am impressed. Interesting data buried in the article, thanks Roy :)
