copies of travel documents for children

Subject: copies of travel documents for children
  For full set of application, CIC requires copies of passport or travel documents for dependent children. In our country passports are not issued to children. Nor are there any alternative travel documents. How strict CIS is on this requirement? Or sending just birth certificates for my children will suffice?
Would appreciate your help on this one.
