If a person leave toronto and that person is an immigrant(not a citizen) do they ask for PR card at the airport or they keep any reccord like when this person departed.

NO.
You have no contact with immigration while departing Canada.
Only airlines will check your PR card/Passport to make sure about the visa regulations with your destination/transit countries.

Have no clue.
Theoretically, mostly relying on honesty of the immigrants. By the book, from the day of your landing...(remember a confusion recently involving Richard, I, also you..)
In reality, my feeling is CIC is not that picky on this issue. As long as you have a valid PR card they don´t care much unless you stayed 2/3 years out on a single strech.

I dont know why it doesn´t feels right....the whole residency and citizenship thing based on physical presence in Canada and if someone wants to sneak out the system it looks just so easy:

Many many people got citizenship staying far less than 3 years...
Many Many still maintaining their PR at the same way....

Not sure about the renew part.
Never heard anyone or read anything concrete with this issue.
BUT, if CIC declines to renew your PR card meaning you already LOST the PRship. So you are under deportation.

Hi everyone
There is something to do with tax. Every PR or citizen has to work and pay tax or otherwise has to be on benefit and welfare. This is how it works and how they track the residency status. Some people play around the rules. They work abroad on high salaries while some business companies secretly arrange their regular business payment and taxes inside Canada. For example they can buy properties and rent it out as their way of living and paying tax. They can do this while abroad using a middle man. But if they are caught, they can be deported or have their PRs revoked.

You have good point. Though I have doubt whether CIC has any direct connection with tax Canada for all PRs. If that were the case then upon entering Canada, all PRs should go more thorough scanning. It may be an issue when you apply for PR card renewal. Tax Canada will only consider you abroad if you file the tax as a non-resident. But what if you don´t file tax for 1/2 years? You should file tax regularly, but late filing is not illegal either.
I also know for sure that there are many PRs working abroad and not paying any tax to Canada. Some even are enjoying GST return over it.

When you apply for citizenship from PR status, they have all links and they check all. I had been through this..and I know others had been thru. So, PR either works and pays tax or on benefit. The other third option is to be abroad. I know of some clever people who go around this by working abroad and hire some agents to take care of their business in Canada. So in the eyes of law and with paying tax they are in Canada thu they work abroad. So, unfortunately, there is a black market in this issue.
