Question about FBI requirements

Subject: Question about FBI requirements
  Hi,
I´m sponsoring my spouse to come to Canada. At the moment, we both live in the US - I´m a Canadian citizen. Anyway, we were going over the forms together and noticed that you have to obtain a full set of fingerprints on the FBI fingerprint card, doable at the local police station (I think) and a Police Record Check form. I don´t understand the part, though, that says:
"You may request a blank fingerprint form by writing to the FBI at the address in the next column. Certified cheque or money order for US $18 made payable to the U.S. Treasury. Processing times may take between three and six weeks. The FBI will send you the results. You should send the fingerprints with any attached documents from the FBI to your sponsor..."
Can the fingerprints and record check be obtained at a local police station or not? If so, then what does "the FBI will send you the results" refer to? What results?
If I just go to the police station and ask for those documents, I should be able to get them then and there without contacting the FBI, right?

First you get a blank fingerprint card. Then you go to the local police station where they ink your fingers and create your fingerprints on that card. You then send that card to the FBI with a check for $18. The FBI then porcesses that card to see if anyone with thise fingerprinst ever committed a crime. The results of that process is then sent back to you. You then send those FBI results on Canada immigration.

The computer database of fingerprints and any related crimes is an FBI database, not with your local police.
