You probably need to clarify your question a little bit more.

What´s the plan?

You can visit Canada and you may find a job and an employer who is willing to go through the process of obtaining an LMO and then you will have to leave Canada and then you can apply for a work permit at the Canadian
Embassy or CHC in charge of your region and then come back to Canada.

After being admitted in Canada under a work permit for more than a year you may apply for a PR status in Buffalo NY. Eventually you will have to leave and re-enter Canada in order to become a PR but that is a different story.

In some cases you may want to look into the PNP program but that will depends on what province you are going to live in and your background and of course your future employer.

it sounds really farfetched, almost immpossible, but my ambition is to move to a city like toronto or vancouver, and become a fulltime firefighter, if not then a police officer. according to their entry requirements i would have to have PR status since i am not a canadian citizen. any more advice on my course of action would be greatly appreciated

see if the Vancouver Police department would be interested in recruiting you. They can´t seem to hire fast enough.
