Is your question is about Transcrip process or entire Immigration to Canada process ? If you are asking about Transcript to be sent in Sealed envelope or not ? It is not necessary to have Transcripts in University Sealed Envelope. Make Sure you are sending all originals with clear Seal of the university and signed by university authority like Registrar or Vice Cahncellor. If you get it in Sealed envelope it is fine otherwise do as written above. I sent mine notorized but not needed. One of my friends is notary public and did it for me. So not worry about sealed envelope or getting it notorized.
