Subject: Girlfriend/Spouse Immigrating to Canada
  My girlfriend of two years currently lives in France and is a French citizen.

I am a Canadian citizen, born and raised living in Toronto.

She has recently visited Canada where we decided that we would marry and she would immigrate to Canada to live with me.

She has a degree but is interested in returning to University to continue studying.

What are the best options for expediting her application?

Should she arrive first as a visitor and then marry and apply for perm. residency? What are our best options?

This is something we have talked about and would like to ensure that we do not do anything that may prolong the whole process.

any and all suggestions welcomed.

best option is to marry and do an out of canada application through Paris. Do not be tempted to do an in-Canada application. they are taking forever.

option 2 - she go for a student visa so she is in Canada on her own merits and get married after she has arrived and do an in- Canada that way.

For option-2, you have to consider that if she is admitted as an international student (arriving 1st without PR status) then she has to pay tution fee as a regular student, about 3 times higher.

Yes, will be together, advantageous in that sense.

I just gave him a down side of that option, if money is a factor for them like most of us.

tough choice, I know. but then you are balancing the higher tuition against maintaining 2 households etc. For sure, an outside application is faster and there is the option to file an outside app while she is visiting but that does not resolve the school ambitions.

Based on your comments, we should do the following:

she will return to canada, we will get married,

she will apply in Paris to immigrate to Canada.

she will be able to visit while waiting for the paperwork to be approved outside of canada.

how long "should" this take? the paperwork in France?

once she has sent the paperwork to Paris it will be very difficult for her to leave Canada and come back again - they will think she is trying to wait out the immigration process (ya think?) so apply to Paris but stay put in Canada for as long as possible. http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp

I think the wait is between 4-9 months after you are approved as sponsor which I believe is around 6 weeks for an out of Canada application.

Revised Plan?

he will return to canada, we will get married, She will stay.

i sponsor her under the Family Class (Spouse)

While still in canada, she will apply in/via Paris to immigrate to Canada. best case scenario between 4-9months application approved.

Just a quick note to thank you both very much for your responses. This is a very anxious time for us both and your responses have helped to put things into perspective. I am sure this will help with our upcoming dealings with immigration.
