I need to know that when i apply for my parents immigration, do i need to be physically present in Canada till the time their whole immigration process is completed or after applying if i want to move out of canada for a few years is that possible under the immigration rules.

yes, you need to reside in Canada. that is the entire purpose of family reunification.

As far as I know, if you are a Citizen you can sponsor while residing outside of Canada, though have to provide an undertaking that after their coming you gave to come back to Canada. I know for sure it works for spousal sponsorship, not 100% sure for parental, though CIC site doesn´t specifically worte only for spousal or so.
If you are a PR, you can´t.

true if it is spousal but not if parental.
the idea is that the PR/citizen is around to help look after the parent and to reunify families. If the kids are not in the country, what would be the purpose of bringing Mom and Dad to Canada beyond free medical care?

This question I have for a long time.
Looks like you are correct. Yes, sponsorship other than spouse, applicants MUST BE inside Canada.

DC but people do beat the system by paying huge amounts of income tax even though they are not actually residing in Canada.
The government puts speed limit signs on highways to try to control the speed as well. But.....
Our free health care system is our sacred cow and a reason unfortunately why parental sponsorships are abused.

I know many people do abuse the system. I´m not aganist the family immigration rule; not eligible to sposnsor parents while staying outside. It makes full sense. I just have an idea that like spousal sponsorship, parental/sibling sponsorship is also possible from outside of Canada.
Govt. as usual is enjoying their hibernation about this sort of abusements.
