Question 11 on Application for Permanent Residence asks "Communicate in English" Yes or No. Are they asking fluency? My spouse speaks basic english...

They´re asking if you can communicate (read/write) in everyday English. Fluency level is something you have to determine. But for this purpose, it´s to satisfy the immigration requirement to know English as a prerequisiste to permanent residence. If English is not your native language, you may be required to take the IELTS exam to prove fluency.
