Can I sponsor my brother and his family?

Subject: Can I sponsor my brother and his family?
  I am a canadian citizen, with wife and 2 children. My brother is married and has 2 children, he never finished university. If possible I would like to help him immigrate to Canada with his family. I would like to know if I can sponsor him...I found the the information on the Immigration site a bit confusing. It says that if I don´t have any other relatives who are citizens I can sponsor any relative, but then it says I can´t sponsor married brothers.
Can you tell me if sponsoring would be a way of bringing them over or if not what would be the best way to help him?

Who can be sponsored
You can sponsor:

parents
grandparents
brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
another relative of any age or relationship if none of the above relatives could be sponsored, and you have no other relatives who are Canadian citizens, persons registered as Indians under the Indian Act or permanent residents and
accompanying relatives of the above (for example, spouse, partner and dependent children).
Who cannot be sponsored
Other relatives, such as brothers and sisters over 18, or adult independent children cannot be sponsored. However, if they apply to immigrate under the Skilled Worker Class, they may get extra points for adaptability for having a relative in Canada.

I think they might consider your wife a relative. not sure...

No, you can NOT sponsor your brother and his wife&his kids.
He and his family have to immigrate on their own as skilled workers or any other route rather than family class sponsorship

Thanks. It just puzzles me! Where is the family re-unification spirit of the law?
How do all these people that bring parents, grandparents, brothers, uncles and so on do? I know people who sponsored their brothers in the past...is it that it was allowed before and not anymore?
