what visa office should we apply? help please

Subject: what visa office should we apply? help please
  I am a PR holder and working in toronto now, and I want to sponsor my wife over. my wife is a citizen of Taiwan and currently working in US with H1-B working visa. should we:
1) apply through visa office in Taiwan?
2) apply through visa office in buffalo?
3) or she can come to visit me (she has visa to canada), and apply in Canada?

what´s the best and quickest way?

is she in the US legally for a year?

by the looks of things, both 1 and 2 may take a similar amount of time. which would be easier to attend an interview? that would be my determining factor.

I would not go with #3. several reasons

a) she cannot work for at least a portion of the process
b) the application and approval process is taking 2-3 times as long
c) if there is any problem, there is no option to appeal

On first glance I think option 3 will take the longest, for the other 2 options you can try to locate the individual visa post processing times for your case on the CIC website.

Buffalo is a few months longer but much more convenient should interviews be required etc and no doubt there will be - after all, they are not living together and she is not in her home country so the genuine nature of the relationship will be looked at carefully.

thanks so much, guys, for the prompt replies.
my wife has a legal status in US to work at least for another 5 years, and according to current situation, US office will be easier and more accessable for interview. you know, fly back to taiwan costs more than immigration application fee, plus vacation time.
overall, do you guys all say: apply through buffalo?

hi Sharon,
another question is if we apply through buffalo office, four month later, my wife quits her job and comes to stay with me in canada to wait for the rest of processing, is it alright? of course, we can let my wife´s friend to collect the mail for us.

If her spousal immigration application is in process and she leaves her job, then she has almost no chance to get visitor visa.

Hi Sharon,
I am Oliver´s wife, Sarah. Thank you for your help and answer first. Actually, I already have Canadian V-1 (visitor VISA) and I entered Canada several times by that VISA. However, we just wonder what happens if I enter Canada and try to live there by V-1 VISA after we admit my application for Buffalo office.

visiting would be fine BUT what is going to happen if you try to re-enter the US for your interview after you leave your job. Your US visa is void, correct?
