Hi,I just read another post where mentioned about OPEN WORK PERMIT. Thus it mean that you can get a work permit without a job ( that would be unbelievable)?? If so, thus the European Citizens are eligible for that? Thanks in advance.

Open work permit is given on application to spouse/common-law partner of a person on study or work permit. When you apply for inland PR for your spouse/partner, open work permit is issued after the first stage approval.

Depending on your European country you can also get an Open Work permit based on certain criteria.
Google your Canadian Embassy with working Holiday you might find what your interested in.

i never heard open work permit for persons who are outside of Canada.
As far as i know, people who are in Canada and their refugee cases, H & C cases are under process, CIC issue them open work permits.

Open work permit is available to young people (usually under 30) from certain countries. As Roy suggested, check with CHC in your country of citizenship or google to find the program (assuming its available for the country you are a citizen of.
