  My friends,

After a two year wait, my fiancee and I have been refused due to not providing IELTS results within the specified deadline. It is very frustrating to have to deal with the bureaucratic demands of the embassy, but I just can´t get myself to accept the fact that we´ve been rejected for IELTS. I mean we´ve provided them with many different types of exams, Cambridge proficiency, Michigan, TOEFL, an American High School Diploma. In fact I´m tired of giving English language exams...and its not like I´m not willing to take the IELTS. Whats another English proficiency exam to our collection? The problem is that between two jobs, there is little time to enroll and take the exam..
I wonder if anything can be done, now. It is very unfair for myseld, an individual whose primary, secondary, and university education have all been in the English language. And my fiancee is an English teacher for crying out load!

CIC has to make some rules about qualifications. IELTS is the gold standard for english. If you wish to use proficiency declaration, then you must be willing to accept the points CIC awards you. I am assuming you did not meet the 67 threshold and they gave you a certain time limit to show them you could score higher with IELTS.

How busy you can´t be CIC´s problem or its reason to change their rules.

My concern is that they did not award me any points for language. IELTS is the gold standard for English as far as CIC is concerned. My full points were 55. I think we could have been accepted had there not been a IELTS monopoly.
One last note, we had a wait of two years for CIC to let us know they need IELTS results.... they gave us less than thirty days to take the exam and send them the results. I find that absurd and a little degrading.
Some people follow rules without question. That is not my nature.

you are asked to prove your language proficiency with IELTS when you supply your documents. you elected not to do so. They gave you a second chance. how can that be absurd or degrading. You had a fairly good idea what your points were going in and you took your chances on them giving you want you wanted for language.

IELTS is the standard test - that way everyone is judged the same. It could have been a different test but they chose IELTS. Consistency is the best part of fairness. It baffles me that people think they can negotiate with CIC about the rules and standards that are set. Do them, don´t do them, the choice is yours but the results can only be your responsibility.

Sometimes following the rules is the best way not to end up with 30 days to save your application- nature or not.

I agree with most of what you write about choice, responsibility, and negotiation. Following the rules (CIC strongly advises to take the IELTS but it is not the only option- the guide specifies 2 options) brought me to the point of the 30-day ultimatum. Why do they offer the option to send in other exam results or other proof of proficiency in the English language? 0 points is a little far-fetched I believe for the paperwork I turned in, but it is difficult to prove to you over a forum discussion.
Has anybody appealed a refuse decision?

I guess you are giving us some wrong information CIC never refuses somebody´s application for not submitting IELTS score, if you do not do such a thing they evaluate you English lang. proficiency depending on the submitted documents, so that means you most probably coul not get enough points,!!!! Please do not blame cic for that ...I finished a 2 year university abroad and never submitted an IELTS score ..how come I got my PR ?

I agree with ´dint buy´... It doesn´t make sense to me that CIC will just overlook at all the language proficiency prove you sent to them... and yes, like the previous post says... perhaps you were in need of points and that is the reason they asked you to take the IELTS...

I myself did what I think you did... I studied and graduated in the US and lived there for more that 10 yrs, worked there, and owned property there and so forth... I felt that I could prove to CIC that I was fluent in English by writing a letter an explaining my decision of not taking the IELTS test... I attached all the documents I felt will prove my case and sent it off with my initial application...

Recently, I was asked to get medicals done and haven´t being asked to take the IELTS so far... so I think it worked in my case...

I know it must be so frustrating for you to have had this result after so much work... I am really sorry!

Perhaps there is something else you could do... I think there is no appeal for SK applications... but I am not sure... may be someone else will give you an idea of what to do next...

Thanks for your input. Your experience confirms my reservation about the points assessed ordeal for official language proficiency. Now I´m even more frustrated!! Here are the points assessed in our case:
Age 10
Education 20
(American High School Diploma, BSc. From the USA)
Experience 21
Arranged employment 0
Offic. Lang. Prof. 0
Adaptability
spouse´s education 4
TOTAL 55
If I got some points for language proficiency and didn´t make the 67 mark it would be alright with me. 0 points is pushing the limits..
Anyway, thank you all for sharing your thoughts and good luck with getting started in Canada. Maybe our roads will cross if you ever visit Greece as our beloved Canadian tourists!! Bye

hang on a minute, You are frustrated for what??? they have not assigning points because they want to give you a chance to immigrate! Once the points are awarded you are stuck with it. If they assign you points you are done and may be refused.

Obviously, you have not proved enough with your proficiency declaration to get those 12 points. You are hanging on by your fingernails here with 55 points and they want to insure you are not overstating your english - thousands do and then IELTS tells the truth.

Lily proved her proficiency and obviously got enough points to move her over the 67 threshold.

so get going on that IELTS test or take your chances - your choice but then don´t whine when they refuse your application.

Dear Sharon... I think they already refused his application and that is the reason he is so upset...

Do you think he still has a chance to re-submit some more documents or to ask for another chance to take the test?
