Subject: post PR card
  Hello ,
I have applied for a PR about 6 months ago in Toronto. Then I came to my back home on August, 2003.
I was told that I should get the permanent PR card personally .But my mother is sick and I exert care her in my back country and I cannot soon come back to Canada and I was told this time is last chance to get the PR card and yet no card... What should I do?

Please advise.

Many thanks in advance.

No you should not get your PR card personnally. When you applied for the card you should have stated a mailing address for yourself in Canada right? The card should have been mailed to the address you provided to the office within 4 weeks. Check about it, since you cannot enter canada again without your card. If you have a friend or relative in Canada he can then send you the card by DHL OR something. If any problem you should contact CIC office or Canadian embassy or visa office in your country they can provide you with a limited use travel document to re-enter Canada at a cost of $50 for each one if you need to go back there without your card. But be careful you have to get your card recently this is your only way to prove your resident status and be able to go in and outside Canada whenever you want.

All the best
