I´m trying to immigrate to Canada to be with my wife (She´s Canadian and is my sponsor). We´re both residing in the US right now. We thought we had all the paperwork in and taken care of, and even got a letter back saying they don´t think they need a personal interview at this time.

BUT...I spent 9 months teaching English in China about 8 years ago. I need either a letter of "no record" or certificate of "good conduct" from being in China for so long.

I have *no* idea how to even begin to get these. The instructions on the website aren´t very useful since there´s nothing for people who aren´t living in China at the time. I don´t have any contacts remaining in China anymore (everyone I kept in contact with from the school as since moved on and we´ve lost contact) and I´m starting to panic a little bit now. I can´t go to China right now just to get a letter (I wouldn´t even know where to go to get one, to be honest) and the embassy site for China in America´s link to "contact us" is broken.

I´ve emailed immigrations and asked for more guidance. I have a spotless record from being there so I´m not worried about what the letter will say, I just need to get one.

Can anyone offer any ideas, please?

You need to contact Chinese Consulate and ask them the process of getting Clearance from China. Every Consulate has a Police Section where they deal with these kinds of issues. They will provide you all the details. I spent some time in Thailand before moving to Canada and same thing happened to me. So i contacted the consulate and they gave me all the information about the process, fees and addresses to contact and get clearance. This is the only way of getting clearances from certain countries.

Thanks for the info!

Does it have to be a consulate or can I just go to the embassy? I´m closer to DC than New York and would rather go the shortest route possible if I have to go in person for it.

You can go to embassy or consulate whichever is closer to you. Or you may call them and request more information before going there. You may send them an e-mail as well. In my case Thai embassy was very quick, i sent them an e-mail and they sent the complete package to my home address with all the guidelines.

Here´s the email I sent to the Chinese Consulate:

"Dear Sir/Madam,

I had the pleasure of teaching English in China from August 2000 to May 2001. I am an American citizen and trying to immigrate to Canada. To complete my Canadian immigration paperwork I must have either a letter of "no record", a certificate of good conduct, or a letter explaining why neither one of these can be issued to me. I no longer have any contacts at the school where I taught so I cannot ask someone in China to get a letter for me.

I have been directed through various immigration channels to contact your consulate in regards to acquiring one of these letters. Please let me know what information I should provide and in what form (mail a letter, fax something, email a file) as well as whatever fees are associated with this type of paperwork. I woudl also be interested in knowing if there is an expedited service available.

Thank you for your time!"

And here´s what I got back:
"I´m afraid, you have to ask your Chinese friend or your former colleagues in China to help to get such thing done."

That was it.

Crud. Now what? Should I contact a Canadian immigrations lawyer for help? At this point I´m pretty desperate because it´s the *last* piece of paperwork I need.

Have u done with this annoying paperwork?
I am a chinese and I am experiencing the same thing as u. The difference is that I am a Chinese and I need an cleareance letter from Canada, and I can´t get my student visa to Belgium without the letter.I am still struggling with this, it´s the last piece of paperwork I need too. Canada RCMP told me it will take 120 days.
If u still need helps, maybe I can do something for u, I am in China now.

My application for Canada immigration is at the last stage of processing. Now they are asking for certificate of good conduct. My husband worked with UN somalia and Cambodia long time back. when there was no consulate and high commision. WE dont know wheather they have now or not.

How to connect them and get the certiciate. nd how long it will take.

we are in Bangladesh.

I am going through the same thing. I studied in China for 6 months, and now my job back in England says they require a certificate of good conduct. After many phonecalls I was told to email, but got the same impractical response as Tracy. I replied to say this was impossible, and were there any other procedures I could follow. I have heard nothing back for months!
Has anyone had any luck yet?

I ended up sending in all the bounced emails, emails from the consulate that issued my visa, correspondence with the American embassy in Beijing, and a letter with a time line of all my attempted contacts. I ended up even going to the Chinese embassy in DC and getting an in-person rejection there. After I sent all that in with the request for the Chinese background check, I got my immigration visa to Canada about 3-4 months later!

I guess the combination of not having been there very long, having it have been 7 years ago at the time, and all the obstacles presented a "clear and insurmountable obstacle" (or however it´s worded in the clause about background checks) and they gave me pass on it.

So, if you don´t have any luck actually getting it, try to make a good paper trail of all your attempts and send that in. it might work. If you were only there for 6 months you´re *right* on the borderline of when you needed a background check and when you don´t.

Hi Tracy,

May I know which city in China were you?
I actually have the same trouble. What happened to my case is that I have studied and worked in six different cities in China (as a foreginer).
Any further tips from you will be very much appreciated.
