Human resources managers and foreign students alike were thrilled last week to learn of dramatic improvements to Canada´s Post-Graduation Work Permit Program.

These changes signal the charting of a whole new course for the way Canada will be selecting professional immigrants in the years to come.

Since 1967, Canada has been selecting foreign "skilled workers" on the basis of a point system which attempted to determine if the candidate was likely to be successfully established in Canada. The system was speculative at best and produced immigrants whose foreign education was often not recognized here and whose work experience abroad was not always valued.

An obvious source of young and promising immigrants was the body of foreign students who were studying in Canadian colleges and universities. They were allowed to work in Canada for a year (or two in certain areas) after their graduation so that they could acquire some study-related work experience. One year of work experience is an essential requirement of our skilled worker program. Once these graduates acquired this experience, they often had to return home since it was often difficult for them to have their work permits extended in Canada for long enough to allow their applications for permanent residence to be finalized overseas. Knowing that these young people may have to leave them in a year, Canadian employers sometimes refused to hire them, did so reluctantly, or resisted investing a lot of time in them.

Many graduates who could not extend their status here returned to their home countries and re- established themselves there and never bothered to return. In letting them do so, we opted for foreign professionals with foreign degrees and foreign experience who only might be able to make it Canada while turning our backs on young foreign graduates who had Canadian credentials, Canadian experience, and who were, in effect, a sure bet.

Last week, immigration minister Diane Finley announced that, effective immediately, those students who complete a Canadian program of study of at least two years at a qualifying post-secondary institution can qualify to work in Canada for up to three years.

They will be permitted to work in any field and will no longer be restricted to their field of study. Also, they won´t need a job offer to secure a work permit.

The ramifications of these changes will be profound.

Firstly, these changes will make Canadian universities and colleges far more attractive to foreign students. Foreign students pay much higher tuition fees in Canada than local students thereby reducing the tuition burden on our own children.

Secondly, Canadian businesses can now feel much more confident in hiring these graduates since it is much more likely that their employees will be able to complete their applications for permanent residence without having to leave their employment.

Finally, Canada will have an immigration system whereby we can actually "test-drive" the candidate before accepting them as permanent residents here.

Watch out Mike ---------- Raj will say you work for Mamann. LOL

The fact is this you can´t over charge for education of foreign students then say okay, goodbye. We have our places of higher learning teach them the way we think then they can get work for only a year. These student/workers also need TRV´s so they can go home and come back especially if they are going to be here for three years.

NOT ALL FOREIGN STUDENTS COME FROM COUNTRIES THAT DO NOT REQUIRE A CVV!!!!!!!

You are right Roy. I totally agree with you. 3 years is a long time and they should be allowed to travel back and forth without any difficulty.

On the other hand this would encourage more foreign students and i really liked and enjoyed the "test -drive " part. This statement carry a lot of weight.

And just to let everybody know that i DO NOT work for anybody. Anybody on this forum can subscribe the newsletter of different lawyers in and immigration firms including Mamann and receive rthese articles. Actually the nature of my job is as such that i am in front of computer most of the time. Therefore check my mails regularly. As soon as i receive any interesting article in my mail box i post it here.

Remember, i never even mention mamann in any of my posting, previous and recent. You are the one who identified his articles because you know him and read his articles probably. Otherwise i would always wrtite a lawyer in toronto states the following.

So this eliminates any chancs of me working for anybody. I am on this forum to get some information on my dad´s application because this is something i care most in my life and this is something which is going to affect my future life in Canada. If my father´s application is denied i shall be left with no choice but to leave Canada and stay with my dad in our country of origin. Because i can not afford to leave my dad laone at this stage of life. He needs me.

Anyways, i wrote all this just to clarify the confusion of some friends on this forum; i am also a member like them and i also need assistance and help like others.

Not at all, Roy ...:) I am only worried about my dad´s application which is very natural. I was wondering why not look for some farmers for the country intead of focusing too much on other immigrant categories. I belive govt. should introduce a category where we can get more farmers and get some benefits from huge land we have. I know most of the land is not ready for agriculture but i can tell that global warming has a positive impact in Canada and some of the places in North are now in better shape then they used to be 10-15 years ago. What do you say?

I have the farm workers too bad I don´t have the time to hook them up with the farmers. Time is the problem.

Guys i need help
in the ariticle it says that only some institutes of some programs qualify for this....WHat institutions qualify? is it only the schools in Quebec? And i remember reading somewhere, that students who recieve funds from the canadian gov´t do not qualify. Can some1 PLEASEEEEEEE clear this up
