Subject: Permanent resident card
  hi guys,

We recently recieved canadian PR,when we recieved our passport it just has one time entry permission. And along with it there is a letter stating that once we enter canada we have to remain there till we recieve our permanent resident card which wil allow us to travel outside canada.

We reside out of canada, and we were wondering how much time does it usually takes to get PR card. Can we apply for this card from outside Canada???

any help will be appreciated.

Why don´t you provide the address of a Canadian relative/friend and arrange the card to be mailed to you ?

When you enter Canada provide an address of a relative or a friend. The card will be mailed to the address provided. Do not tell them that you will leave within few days, if asked, instead say that you will finish all the formalities which include receiving the PR card. If you want to sponsor your parents you have to stay in Canada.

"them" are reading these posts! If you immigrate to Canada, and then leave before getting your PR card (it takes approx. 4-6 weeks) then you will need a visa to get back into Canada. You land with an immigrant visa (single entry). You return with a resident visa (single entry). If your relative/friend mails the cards to you in another country for example (whether by regular mail or courier)then it is a federal offense. Outgoing mail is searched, if your cards are found, they will be seized and you will have difficulty getting them back and you will still need a visa to some back to Canada. You cannot apply for the card from outside Canada. The time to get the card starts from when you land at the port of entry.

Please ignore the person above . Although CIC won´t mail to an address outside Canada , there is NO LAW to stop , you, a friend or relative mailing them to you when you are outside of Canada.

Please don´t publish info that is NOT TRUE

You´re right. According o th criminal code, nothing. However in IRPA, a federal act, please see the following:

Offences Related to Documents

Documents

122. (1) No person shall, in order to contravene this Act,

(a) possess a passport, visa or other document, of Canadian or foreign origin, that purports to establish or that could be used to establish a person?s identity;

(b) use such a document, including for the purpose of entering or remaining in Canada; or

(c) import, export or deal in such a document.

So to correct what I said previously, your cards will POSSIBLY be seized by CBSA pending an examination. If it is determined that nothing wrong is going on, they may be released.

Also:

"Persons who claim to be Permanent Residents of Canada and who do not have a Permanent Resident card because they left Canada having failed to apply for one, having applied but not yet received the card, or, their card was lost or stolen, cannot return to Canada unless they apply for and are granted a Travel Document by a Canadian Visa Office abroad."

"If You Recently Arrived in Canada

Ideally, you should wait until you have your Permanent Resident Card. The Confirmation of Permanent Residence (IMM 5292) is not enough to get you back into Canada if you leave.

If you gave Citizenship and Immigration Canada an address here in Canada, but you left before the Card was mailed to you, you can ask your family or friends who live at that address to send you the PR Card. You can then re-enter Canada with your PR Card. However, if you do this, you are taking a risk. If your PR Card is lost in the mail or delayed for some reason, you might need to apply for a Travel Document.

If you are worried that you will not receive your PR Card in time or if you do not hold a passport from a visitor visa exempt country, you should apply for a Travel Document (Permanent Resident Abroad).

If you have arrived and have not yet given Citizenship and Immigration Canada a mailing address, and you left Canada, you might need to apply for a Travel Document (Permanent Resident Abroad) before you re-enter Canada. This application is for permanent residents outside of Canada who need proof of their status so they can return to Canada. A Travel Document is a visa that allows you to seek re-admission to Canada as a permanent resident once. This application must be submitted to a Canadian visa office, embassy, high commission or consulate outside of Canada."

Bottom line, It is not illegal to do it. But...

The key phrase in R122(1) is "in order to contravene this Act" - it means in order (or with intention) to use it illegally.

Posting it to someone does not imply attempting to use it.

You are misreading the law and complicating the matter .

There is no problem with sending the PR card in the post , abroad or otherwise.

Sending Canadian documents to be used legally is legal - do you think that visa posts when returning passports with visas are breaking the law?

yes (in reply to: Permanent resident card)
I landed, left for two months, a friend brought me the card to the USA, came back with the card. I confirmed with the official at the border even - No problem.
