Mike further to your last post regarding evidence of a visitor overstay can (not be easily found) depending on the country of origin.

Lets say a visitor overstay is from a country that does not stamp their nationals back into their country upon return. Since Canada has no exit requirements and since no visa posts asks the right question little evidence exists of an overstay. The visa officer sees that the CVV applicant has returned based on the new CVV application. If the applicant provides sufficient reasons for visiting and return they will be given another CVV.

In countries were the nationals are stamped back into their country some (I have heard) go and get a new passport before applying for a new CVV to attempt to hide the fact that they had overstayed on their previous visit.

Remember it is always better to tell the truth so you do not have to remember what was said.
