I was on welfare for 8 years, 2 years ago I appleied for H & C humanitarian Case. NOW I am working for 2 years, my question is my file flagged in immigration as past welfare recepian ? if I applied again for welfare how bad this for my case? How long it will take to process my file ?

just work and don´t think about welfare. Its not good for your PR case under H & C.

It is all in the interpretation.
8 years *((^% or * years because after paying a smuggler to get me into Canada to make a refugee claim I could not afford legal counsel to represent me at my refugee hearing and needed to get Legal Aid to pay him/her. Some excuses will be accepted others will not it depends who is looking at the application.
Establishment is a funny situation in H&C cases they ask to see evidence of it and then they ask why did you buy the house if you knew you had a removal order.
