Subject: from B4 and B4a, etc.
My parents were both in Nova Scotia and my sister was born there. I just build a seasonal home in Tusket (Yarmouth). I understand that I can fill out forms B4 and B4a which will allow me to bring goods into Nova Scotia (for use in this home) with no taxes or duties. This list can be a large as I want and there isn´t a time limit on bring in the goods. Plus I don´t have to bring in the goods all at once.

Too good to be true?

What is the procedure for passing customs? Do I just show up at the custom house and hand the agent a stack of paper or do I have to notify the Nova Scotia government ahead of time? I do have the forms.

Also, having relatives and parents born in Nova Scotia, would that allow be to either to become a Canadian citizens or have dual citizenship?

Everything you say about B4 and B4a is correct. You may be eligible for citizenship based on your parents citizenship. You should check the Canadian immigration website for details.
