We live in germany and were wondering if we can send our spouse sponsership to vienna instead of berlin. Because berlin is very very slow up to 13 months were vienna is 2-6 months

you must send your application to the embassy responsible for your country of residency. If that is Berlin... then you have no options with Vienna, regardless of the more favourable wait times.

She is chinese citizen and has residence in china can she apply there? or does she have to move back?`thanks sharon

are you a PR or citizen? if you are PR you will need to be in Canada to sponsor her. That is part one. if you are a Citizen, you need to apply with the understanding that you are imminently returning to Canada.
Once you are approve, you will need to choose where her application will go - where she is a resident or her country of nationality. If they require an interview... where is it easier for her to appear? It would make far more sense to apply using the embassy where you are living - don´t you think?

Im a citizen, its just germany could take up to 13 months bejing is 4 months

don´t forget you need to add in the first phase to your time considerations. Also consider cost and inconvenience to attend an interview. If you wife has to go to Bejing for an interview, would Germany let her back in the country?

She has permanent residence here in germany so I assume they would. Also it says that time frame is for the complete process does she have to wait till the process is complete before she will be aloud into canada or is it like after so much is complete like a stage one or two.
