Subject: New rules pt 2
  I am stumped. this is from the CIC website:

Those who submitted an application before February 27, 2008?the day after the federal budget, of which these changes are a part?would continue to be processed under the current system. But the backlog would stop growing and finally start coming down.

Going forward, anyone would still be able to apply, but CIC would no longer be required to process all new applications submitted on or after February 27, 2008. Applications not processed in a given year could be held for future consideration or returned with a full refund to the applicant, who would be welcome to reapply at another time.

sounds like a parallel processing stream. 1 year processing for those that have applied post Feb 28th. You either have the right skills or you get your file back with a refund. If you have needed skills you complete the approval process as usual.

perhaps they intend to fill the balance of the annual 350,000 quota with older applications (pre Feb 28)??? how else would the backlog finally stop growing and eventually decrease to zero. Does this mean that those long waits for pre 2008 applicants may get even longer? Yikes. It may make better sense to reapply - especially if you applied in 2006-2007 and you have a high demand skill.

Actually better yet... get that job offer or PNP and be done with it.

Hi Sharon,
Thanks for this posting. I am currently 18 months into my wait for my PR visa to be processed.(Applied Jan ´07). I would like to move sooner (like everyone else, I am sure) if I could get a job offer - do you know of any websites that deal in overseas jobs? I am a UK citizen, and have done lots of research, but feel that I am missing something in my search.
I am in Canada next week for a couple of weeks on vacation - is it worth going to employment agencies whilst I am there or will they turn me away because they don´t want the hassle of hiring someone from overseas?
Any info on where to look next would be greatly appreciated.

I would absolutely make job hunting part of your holiday. Anything you can do to get yourself out of the general line up is worth the time and energy.

my strong advice for the moment - do not hire a consultant to process a new SW application until we get some clarification of how this is going to work. CIC may offer a refund to those applications that are returned but your consultant is not under the same obligation.

what is not good? like we have been saying all a long - the rules passed parliament 3 days ago. We still do not understand the regulations.

We will probably continue discussing it until it is clear and we can help others understand it.

Well everything happened far faster then expected but.........

It´s like this she has the POWER--- but is now out asking what and how she should use it!

With the creation of the current act the auditor general sent five staff to five visa posts and basically talked to Visa Officers and considered statistics given to her staff by the Visa Post officers.

The Auditor General pointed out lots of problems but they focused on offshore applicants.

To improve local integrity they created regulation 11 but regulation 11 was meant to increase processing times.

To be fairer they decided that IELTS was the way to go.

Both created the backlog and now they will listen to the wrong people again.

What Canada needs is a long term solution not a quick fix that is fair to no one.

Why can FSW applications be pre-screened in high unemployment provinces? Then sent back to confirm employment status and the validity of the documents submitted?

Roy, that may be a good idea but it is not going to happen any time soon.

How do we deal with what we just got? are you getting any internal feedback about what people should do that are currently in the system or considering taking the leap. I suspect the advice is different for each.

There is a difference in opinion and information. Always but now the thought is do nothing for now.

It is really best to just wait until the details come out and that could be --------------------- a long time or tomorrow.

The issue is who has the ear of Harper and the Minister!

Will an election be called tomorrow due to the carbon tax or something the Conservatives do like getting in bed with a Motor Cycle Gang and leave secret papers behind????

I´m betting on an election. They are out for summer break now so nothing much will happen but ...... who really knows?

Don´t panic sit tight and when changes are clearly announced bend them to fit the individual.

sitting tight is probably good advice at the moment.

I am not betting on an election. Liberals don´t want to risk losing. BTW... your political memory is short. Leaving papers behind at a girlfriends house is almost as bad as handing over envelopes full of cash in Italian restaurants.
