Subject: Residency Obligation
  I am a permanent resident of Canada. Landed on 26th June 2003. After that I go back to my home country on 26 Sep 2005, after staying 820 days in Canada. I came to Canada again on 25th June 30, 2008, after 999 days of my going out of Canada. My PR card will be expired on 13 July, accordingly I am applying for a new PR card. My question is
?Will it be possible for me to go out again after getting new PR card and stay outside Canada for next 3 years. Will it satisfy me residency obligation??

maybe, maybe not. Depends if they look at your rolling total or they go by the date of issue on the new card.
Surodas, be careful. You may find yourself sitting with a new set of rules soon. Your PR status is worthless to Canada and having one foot in one country and the other somewhere else is not the intent of Canadian immigration policies nor is it popular with the general public.

You could have the rules change on you and you will be out of luck. Why not make a decision one way or another. live in Canada or forgo the PR card.

But Immigration and Refugee Protection Act provides that:
28. (1) A permanent resident must comply with a residency obligation with respect to every five-year period.

According to above statement it should be ok. Since I was in canada for more than two years in Canada for first 5 years term and have the option to stay 2 years in 2nd 5 years term.

what happens in 2010 when circumstances prevent you from returning to Canada or the money is simply too good to leave the job behind. What happens if CIC changes the rules?

Yes, you are free to live your life as you wish and if Canada is stupid enough to allow this sort of activity then you are free to use the system any way you wish. But don´t expect a lot of sympathy or assistance from people who genuinely want to settle in Canada but people like you are using up the quota.

Regarding PR card residency days for 2 years out of 5 years,Do they check status every year or so , or only at renewal time they do, I was out of canda for 3 and half year, i am planning to step in canada now and stay for rest 1 and half year as i have valid pr card, will that work? or they stop me at port of entry.
