Working in Canada for me as a Norwegian.

Subject: Working in Canada for me as a Norwegian.
I am a Norwegian woman who are thinking about working in Canada. I don´t have any job now, but I am thinking about going over there as a tourist to search for a job. I got some papers from the Canadian embassy in Norway, and there was on sentence in the papers that disturbed me concerning my chances of getting a work permit or not. I quote: " work permits are issued when a temporary job offer has been "confirmed" by a Human Resource Development Centre in Canada. Before issuing a confirmation of employment the HRDC staff must be satisfied that there are noCanadian citizens or permanent residents available to fill the position in question". Because of this I am worried I might not be able to get a work permit as almost no positions can´t be filled by Canadians. Is this just a way of writing or it is this hard for me to get a work permit? I mean Norway is hardly the country to leave for a better life in Canada....I just want to explore and try something new in my life. I hope that someone can answer me on this. Thanks in advance.

thousands of people come to Canada under the work permit program every year so it is not impossible. Canada must protect the people already living and working in Canada and they do this by insuring Canadians get first crack at employment.

You are more than welcome to come as a tourist and have a look at job opportunities but Work Permit applications must be processed in your home country.

I understand that:) It is the same here in Norway:) And I know I will have to apply from Norway, that is why I am going there for three months first. I have been to Canada before, so therefore I would love to stay there for maybe one year or so:)It would be a great way of experiencing something new:)
