Hello
I have 8 yrs of working experince in software dev. firm in india and now applying for PR. I have job offer from Canadain co. Should I need to take the IELTS test to prove language proficiency? I have done my full time secondary and bachelor degree in english.

Hey Neeraj,
If you have been working in Canada for last 2 years or more than that... you will not be asked for IELTS.
Your english education from India will not add any advantage.
I am telling you from the experience. Even if you have offer in hand and has no canadian work experience... don´t waste time, start study and complete IELTS.
My IELTS was waved as I was working more than 2 years here... else I was also ready to appear for it.
Rest is upto you...

My application is being reviewed .CIC New Delhi has asked me to submit IELTS score though I had submitted it in 2003 when i applied for immigration.Should I appear again?If I dont what will happen?Would they not consider my previous IELTS scores?

IELTS test are valid only for a year I believe after you take it, so if you took it in 2003, those results are therefore not valid, that is why they have asked you to resubmit the test. When the time comes, they will also ask for updated police clearance certificate, as well. So, please do take the test again and submit the new results.
