I don´t think there´s any criteria if you plan on remaining a foreign non-resident owner. If you want to immigrate to Canada on the basis of starting, buying, and running a business, there´s the investor and entrepreneur classes of immigration. They require substantial dollar investments, which is detailed at the CIC immigration web site.
