Hi guys..i will really appreciate if u can ans this ques for me...one of my friend moved to canada as a skilled worker 4 years ago from usa...at that time he was out of status here in the US and also owed some money to the credit card companies which he never paid.Now he has canadian passport and wants to visit usa.he just wants to know whether he will have any issues at the border or not...

Depends mostly on the amount.
Chance of getting problem is low unless his creditors filed any criminal case agains him. Did he give any court or any type of legal letters in his last known address in the US?
Out of status issue also depends, if US immigration has it recorded then it may be a serious issue. Sometimes US immigration even doesn´t know when a person leave the country if they don´t submit the I-94 card at the departure.

thx DC...amount was between $10000 to $12000 in total calculating all credit cards..correct me if i am wrong
1 credit card companies usually dont file any criminal charges against u unless its a very big amount..all they do is send it to collection companies and that messes up ur credit.
2 when he left usa he had indian passport but now he has canadian..usually US immigration can keep track only with passport number rite...but now its a diff number all together..

Yes, I think he should be OK.
That amount is not worthy for the credit card companies to go for litigation. They´ll just send to the collection agencies.
About over staying, I think he should be OK. Just advice him to keep handy the contact place/phone no. he´ll be staying in the US..proof of work in Canada...
