can anybody help me out by providing me sample letter of profficiency in english because i am going to file my application on my own .

If anyone provides you such letter, it is going to be his/her proficiency, not yours. Your thinking is quite strange, to say the least.

From what I can see in your two posts that you´ve made here you are not proficient in English. Your grammer needs work, and so does your spelling. Perhaps you should take a few more classes before you attempt to write a letter, or write the IELTS exam.

in my two posts you found grammatical mistakes,that is because i was in hurry & i did typing mistake.
it was not because of lack of langauge knowledge.
further i need help on making letter of proficiency in english,if someone can help me in that.

Parmod, your grammar is still very poor.
In my two forum posts you found grammatical mistakes. This is because I was in a hurry and made typing errors rather than it being from lack of language knowledge.
I still require help with creating a letter of proficiency in english. If someone could help me with this task, I would greatly appreciate it.
I get 16 points. you get 8.
I still say... take the test.

Now I am in no way saying saying that my grammer in the above correction is one hundred percent correct, but it is much better then what is contained with in your post. There is absolutely no way from what you´ve posted here that you would be able to get 16 points by writing a letter of efficiency. The only way I can see you obtaining 16 points is if you have someone else write the letter for you which of couse is cheating. Take everyones advice, and write the IELTS test. You will be doing yourself a huge favour.

Let me get this right. You want to claim proficiency in English, yet you can’t even write a letter. So, exactly how proficient are you in English?
Do yourself a favor and take IELTS.
