can some one come into canada on a tourist visa ,then apply for a working visa or apply for immigration statis

I am in this similar situation, can i go enter Canada and then offered a job and swith my status from "tourist" to "work permit"?? the CIC Canada website says most cases are sent back to their home country to get the working visa/permit, but that will take months, i probably would lose the job by then.
any comments or experiences out there?
