Work permit for skilled worker?

Subject: Work permit for skilled worker?
  I´m a Canadian with an American fiance (still in the US at the moment, but moving here shortly) who should be able to qualify under skilled worker (he´s in software). He´s interviewing with Canadian companies but we can´t figure out what happens if he gets someone interested in him - how soon can he expect to work? Are Canadian IT employers really willing to do the paperwork?

I´ve heard of Canadian IT workers who show up at the American border with an offer letter and a few other credentials and get a TN-1 visa, and basically get the permit they need to work in the US almost immediately. What is the corollary of this for an American coming to Canada and is it as straightforward?

At this point we´re thinking of moving up wedding plans to start the spousal visa process, because from what we´re reading, that might get him working faster. We really just want him here and working. Is spousal perhaps a more reliable way to go?

Help? We just want to be together, in Canada, and both working. While we recognize it´s not always a simple business, we´re just trying to figure out the most efficient way to make that happen.
