Subject: Advice needed
  Hi,
My sister is a US Citizen and her husband died recently leaving her without a home and money. She has two children, one who is 10 years old and with us here in Canada. Can she come to Canada and file for PR under Humanitarian grounds? Can she apply for a Work Permit in the meantime whilst the H and C is in process?
Is she free to travel to the US whilst H and C is in process?
Appreciate you input here.

I am very sorry for your sister´s loss.

She can apply for a work permit if she is able to find an employer that can offer her an HRDC approved job but she will have to show ties to the US and intent to return home. Not sure she will be able to do that successfully.

I am not sure how being a widow would qualify her for a PR under humanitarian grounds. While her situation is very sad, it is not unique nor is it a basis for granting someone immigration.

I don´t think this is the answer Liz is looking for. It appears Liz has exhausted all other areas and she is not qualified for the other options, so she wants answers for the H and C questions.
Can any of you experienced guys such as Mike, DC, Roy or Edu advise Liz. My sister in the US is in a similar position.

if Liz lives in Alberta I believe she might be able to sponsor her sister. Other than that, we can´t manufacture good answers when there aren´t any.
