Answer can be both YES or NO dpending on your passport.

Nothing to do with the Canadian PR status.

If you are within the US Visa excempt countrie then no need to take a visa, if not then must need a visa from the US consulate.

As DC and samusa indicated, Canadian PR card is not sufficient by itself to enter the U.S. You must use your passport, and that will determine if you need a visa or not, depending if you´re from a visa waiver country or not.

This is unlike this opposite, where a U.S. green card is sufficient to enter Canada, regardless of what country´s passport you have.

As other members said above it doesnt matter if u have a PR card or not but it matters what country u hold a passport of. if your passport is from one of these countries then u dont need a visitor visa and can visit the US for up to 90 days:
Andorra
Austria
Australia
Belgium
Brunei
Denmark
Finland
France
Germany
Iceland
Ireland
Italy
Japan
Liechtenstein
Luxembourg
Monaco
the Netherlands
New Zealand
Norway
Portugal
San Marino
Singapore
Slovenia
Spain
Sweden
Switzerland
United Kingdom *
* United Kingdom: For citizens with the unrestricted right of permanent abode in the U.K. only. A passport which states that the holder has "Right of Abode" in the U.K. does not qualify for visa-free travel under the Visa Waiver Program.
hope this helps.
