I am working in canada on a work permit and I want to go to India but on the work permit it is written that it does not permit re-entry. My question is how can I come back to canada? Do I have to apply for the visa? If Yes, Where? and how long does it takes?

yes you do have to apply for visitor visa,
and depend on where you are, apply the nearest Canadian embassy in States. If you send all the required documents, you will get in in 2 weeks.
