Subject: New Rules and how they may affect you
  while you may think the new rules don´t apply to you because you sent in your paperwork pre - February 28/08 you may want to reconsider that position.

hundreds of thousands of dollars are being spent as we speak, going back through older applications assigning NOC codes and confirming whether you want to stay in the game or get out now with a refund.

ask yourself, why would they do that?

They have not explained the new process nor have they provided the list of NOC codes but they HAVE suggested the following -

The total annual Economic Class (PNP, SW and now CEC) is not going to change. However, they want to get that CEC group up to about 50% of the total. Why? because they already are in the country, adapted, have a job and everyone is generally at 100% compatability in terms of skills and need.

OK, CIC has said it will start pulling the NOC codes that are in demand from the PRE Feb 08 pile and directing them to the PNP program. That means, find a job... right?

THEN, if they don´t have as many NOC appropriate applicants in the old files, or it is taking too long - they will move to the POST Feb 08 pile which have already been screened. If you are not in the preferred NOC list you will be given 2 choices, the file will be returned unprocessed or you will be invited to take your chances that at some point you will get your turn.

That turn will now be at less than half the rate it is currently because of the CEC class, PNP class and the preferred NOC codes.

That backlog of files is going to sit there for a very long time.

Every knowledgable commentator on this new system is strongly urging people that are Pre Feb 08 to get active on arranged employment so your file can take priority.

In the end what is more important, being in line or being reasonably certain you are not wasting your time so you can get on with your life. I personally would choose the latter.

So, if your application is very close to that cut-off of Feb 08 you can see why I am suggesting taking up the offer of withdrawl and resubmit once you know if you even have a chance to qualify.

Alternately... get yourself a legitimate job offer and bypass the craziness entirely.

IF you are going to seek out a LMO make sure the employer agrees to a contract with a salary on the higher end of things. The main reason is you will loose all the time it has taken that HRSDC has looked at your contract just to deny you that LMO approval.

I applied for my PR a year ago (Aug/07 - Lima, Peru Embassy) I do not have arranged employment, my points are 72 without it, so far I have tried to find someone to hire me, since I live overseas, I am not near Canada to know any employer, It is not likely any employer would hire me or is willing to hire me long before I arrive or once I get my PR visa. True, an arranged employment could speed up the application.
Any ideas? I have a BS in Business Administration but I wouldn?t mind filling oil drums or do janitorial services if I have to.

the job offer would need to be in your field of skills. Keep trying. Peru does not have a horrific wait so perhaps you will be moved through the system at a reasonable pace.

If I have a PR application in process pre feb 2008, and I now have a job in Canada,how will that speed up process since we didnt submit any document with the application?, it was the Simplfied Application Process.

Will i have to send the job information and the work permit to the visa office or what?

my honest gut opinion - yes. if have the Economic class is going to be eaten up by Canadian Experience Class and Provincial nominees, how long do we think it will take to use up all the chronoligically submitted application at a rate of 20,000 per year.

Sharon´s opinion has a very big chance to be true...although I am still trying to be optimistic but I can´t scape from the reality...

I am still undecided whether to withdraw and re-apply because I don´t know if my NOC belongs to the high-demand NOC list...no news about the list so far.....plus, i´ve waited for a year already.

So the only chance I am taking now is looking for an arranged employment. Can anybody help me find a job pls? :(

Sharon, is it possible to get a study permit while waiting for a response? since getting a job offer is very difficult.

We applied sept 07 trough Por-au-Prince, but since this changes we are thinking different options.... Can we transfer our files later? Please advise.

My career is Manufacturing eng, I don´t think is in the NOC list...
