Subject: Regarding points for Educational Qualification
  Hello Everyone,

I am planning to apply for a PR and have a confusion regarding the no of points that I can claim for educational qualification.

I have a Bachelor´s Degree in Mechanical Engineering from India. It is a 4 year degree program after secondary education and I have a total of 16 years of education. I am not able to figure out if I should claim 20 points or 22 points. It looks like 20 points is safer to claim, but since I have more than 15 years of education, the extra 2 points would better my score and reduce chances of rejection due to insufficient points. If I claim just 20 points then I score exactly 67 which is bothering me a little. Any inputs on this is greatly appreciated.

The website says:

22 points
Two or more university degrees at the Bachelor´s level and at least 15 years of
full-time or full-time equivalent study; or
? A three-year diploma, trade certificate or apprenticeship and at least 15 years of
full-time or full-time equivalent study


20 points
? A university degree of two years or more at the Bachelor´s level, and at least 14
years of full-time or full-time equivalent study; or
? A two-year diploma, trade certificate or apprenticeship and at least 14 years of
full-time or full-time equivalent study

I believe you can get 22 points:

What about this sentence:

22 points

Two or more university degrees at the Bachelor?s level and at least 15 years of
full-time or full-time equivalent study;

OR.............OR: (pay attention to this phrase please):

A three-year diploma, trade certificate or apprenticeship and at least 15 years of
full-time or full-time equivalent study.

If there is a 4 year Bachelor?s degree in Mechanical Engineering, I don?t think it makes sense not to give you 22 points.

I am in a similar situation

You raise an interesting point Dan. If you look at the self assessment test on the CIC’s website (http://cic.gc.ca/english/immigrate/skilled/assess/index.asp), the actual phrase for 22 points is:

“Obtained a three-year diploma, trade certificate or apprenticeship (other than university) and completed at least 15 years of full-time or full-time equivalent studies”

In the bracket they specifically state a diploma “other than university”. That is, they are excluding university granted degrees and hence wont include a bachelor’s degree in that.

However, if you look at their example under selection factors (http://cic.gc.ca/english/immigrate/skilled/factor-education.asp):

“Example 1: If you have a master’s degree but have completed only 15 years of full-time study, award yourself 22 points.”

They are including a university granted degrees in that calculation.

So, to answer your question, I don’t know what the answer is as one can assume both ways.

To be on the safe side, I would try and see if I could get couple of extra points somewhere else. Perhaps getting more points in language (learn basic French for example).

These examples are the culprits for my confusion. But as Ray has specified I guess it is better to try to earn some extra points in Language...i´m gonna look up some websites today and see if I can figure out something quickly...I want to apply in the next month or so...

don´t be in a hurry to apply. All the rules are changing and those rules will not be available for another couple of months.

I am going to be very honest, your skills are not in high demand in Canada. Your best chance is to find an employer willing to offer you employment.

Thanks for alerting me Sharon. Although I have a degree in Mechanical Engineering, I am working in the IT industry. Any idea if this too is going to out of high demand with the new immigration rules? I also read on the website that the new rules are going to be made available this Fall which starts in the end of September...is it going to take longer than this for the rules to be out???

nobody can predict when this new information is going to be released. We are all in the same boat on this one. Honestly, hang on. We will announce the new CIC rules as soon as we know about them.
