Subject: Re-entry letter
  Hello, I have a few doubts.

I lived in Canada when I was I kid for 8 years, from age 7 to 15 my father was the one who applied for refugee status, but we got deported my whole family and one of my brother is canadian citizen he was born here in that time.
I remember that an immigration officer that was really sad cause he saw pictures of us of when we arrived and practictlly grew up here said we could come back when ever, we just need it to step out of canada and come back, well that didnt happen cause of money and plus at the embassy they just didnt help me out!!
After 14 years I am back in Canada as a foreign worker the only way I could get in to canada. Now when I applied back in Santiago,Chile they interviw me and asked what dates was I in Canada Why did we leave and stuff I told them everything. They said I didnt have any problems because I was a minor when we were deported and plus the one who applied was my father so I got my visa and everything cause I had a job offer and an LMO.
When I arrived in Toronto as I gave them my passport and the officer entered my info. right of way asked me when was I in canada why was I deported and asked for a a re-entry letter I didn?t because back in the embassy in Santiago said I didnt need it.
I had with me 450usd and had to pay 400cd which left me with 50uds until my first paycheck (15days after)
On their computer system I had 2 folios, the old one and the new one very confusing!!!
questions:
Can they still do that, charge me even though I was I minor and wasn?t the one who applied and plus it was a mistake from the visa officer back in Santiago?
And now that I know they have my old folio and have joined them can I open the case again? will that help me get permanent resident?
I have a work permit that allows me to work the employee tha hired me can I open the work permit? its really frustrating cause I have my wife and kids back home and I would really like to bring them here!!!
I would really appreciate your response and sorry for the long story I just wanted to give all the details.

Your story is illogical in some points.

So your writing me an e-mail complaining about a $400.00 charge for authorization to return. Children are required to pay for the ARC AS WELL.

You are suppose to have funds to support yourself when applying for a WP and $500.00 is not enough money to last for a month until you get paid. See required documentation list for WP applicants.

Consider yourself lucky because I find it hard to believe an ARC was paid at the airport.

Well for your information!! I wasnt asked for any money when I applied for my visa and work permit back at the canadian embassy in Santiago,Chile just the fee that everybody pays. they also interviewed me and asked about the situation and they said that I didnt have any problems to come back cause I was a minor and my dad was the one who applied, they didnt say anything about paying a re-entry letter but the surprise was in toronto as soon as they entered my info they got 2 files for me (why didnt they just put everything together in the embassy, like they did now)they asked for the letter I didnt have it because no one back in the embassy in santiago said I needed it, they just made a new file!!
Plus, 500 usd to survive is enough for 15 days till my first paycheck, because I had staff accomadation and lived beside the hotel, so I just need it money for food!!!!!
plus. back in the embassy they didnt ask how much money i was bringing and in toronto they didnt either, so what are you talking about? and consider myself lucky why!! I did everything how its suppose to be done, paid the fees and everything. IT WASNT MY MISTAKE.
Plus I DID PAY IN THE AIRPORT $400.00 i HAVE THE RECEIT!!
I am not complaining about the $400.00 its the situation, how can people working in those position make such big mistakes, very incompetent.

In this Document List it states you are required to have funds to support yourself. http://www.cic.gc.ca/english/pdf/kits/forms/IMM5488E.PDF

Now lets say you completed your application correctly and informed the Visa Post that you were removed as it states in the Work Permit Application and the application for a TRV which you require being from Chile you should of been asked to pay the ARC.

Being asked the dates you were in Canada should of been already written on the form when you applied for a work permit.

No one answering here knows for sure what was really written in your application.
You could of been part of the problem hence all the questions at the POE.
Any work permit application would allow you to exclude or include your family. You chose to exclude your family! You signed the application for a work permit. Now you want to include them?
You have an employer specific work permit and to change employers you would require another LMO in your occupation.
