Subject: Return ticket caused a problem....
  Hello, I read from other forum and the story was this:
"At the immigration , he was asked to show documents. The tkt was also asked to be shown . His bad luck! When the immigration officer saw the return tkt, the fellow was allowed to land, but was not given PR papers , as he was taken to have come to Canada just to complete landing formalities. He was told that PR papers will be given when he finally returns with the plans to settle down."

My question: Is it possible ( legally right) due to the return ticket, Immigration Officer could refuse you as a PR or not giving you back the COPR.

Return tickets are normally cheaper then one way tickets.

Roy, that I understand but really, can they do that? If someone does not want to land and take a time for final landing. Is it mentioned anywhere in CIC web site or in any Immigration Law book that YOU CAN´T have a return tickets?

Many people arrived from Hong Kong with a return ticket the next day and where accused of having no intent to Land.

I can not advise you on a way around this scenario but THINK. Two are sometimes better then one.

First of all; immigration officers have their right to deny you entry, even with valid visa or PR status. It is upto their judgement. There is a grey area of "intention". Law gives them the duty and power to judge the true intention. Though no law can dictate you to enter Canada with a one way ticket, but at the same time it gives the power to the officers to deny entry based on their personal judgement.

Still I would say that guy was unlucky. As I believe a large number of PRs use to dao that and such incident is very rare.

So, is it possible? YES.

Likelihood? Rare.

An immigration officer can deny entry with a valid visa but NOT WITH A PR STATUS.

Once you become a PR you HAVE the right to re-enter Canada.

I don´t know what this guy said when he landed, I don´t think for a second that a two way ticket is going to cause a problem.

As Roy said, sometimes a two way ticket is cheaper than a one way. That answer makes sense.

I think there is something else missing here.

Thanks guys for your information. Even though I am not worried about the travel document since I don´t need it to fly to Canada; still I think it´s better to have the PR card.

If people are worried that a return ticket will cause an issue but want to get it because its cheaper, how about getting one that has a return travel date far in the future (instead of the day after landing). Then you can always say that as the ticket was cheaper, you might go back for a holiday in 6 months.

Well, 1 or 3 months valid tickets are cheaper than 1 year valid tickets. And that´s why people choose the 1/3 months valid tickets.

I know at least 1 incident personally. In 2000, a guy landing from the US by raod was denied entry in the first attempt for the same reason. The officer for some reasons suspected his true intention wasn´t to stay in Canada at that time after a brief interview, so he was given an extension to re-enter after some months. Not sure whether they recently made any change about must entry to the valid holders.

Comparison may not be exact, but inn the US, denying entry to the valid GC holders aren´t very uncommon. Not sure about Canada though.

Though PR or GC are "permanent" resident status, but they are still temporary, status can be revoked for some reasons until becoming a full citizen.
