Subject: Tourist Visa: Please Help!
  Hi, my boyfriend is Lebanese living in Italy for the past 11 years. I am a Canadian citizen. My boyfriend applied 4 times for a torist visa from sept. 2006 - dec. 2006. He was denied all 4 times immediatly. Never even given an interview! He provided all the required documents and information asked for. I even sent each time a letter of invitation signed by a notary. He also has a 10 year tourism visa for the U.S.A that has been renewed after 2001. I now live in Italy with him, and we would like to go see my family for christmas. We have no intention of living in Canada. My boyfriend has been running a family business in Italy for the last ten years. He was not able to apply for the visa in 2007 because he was waiting to receive his Italian Green Card, which he did, as was not able to leave Italy during that process. We want to re-apply for the visa but he will provide the exact same documentation as the last 4 times. I don´t see why they would approve him now, if there was not sufficent evidence the first 4 times that he would return from Canada. Is there a type of document that would prove his return to Italy that is not stated as a required document? Besides the documents they ask for, and a document from work stating if he does not return to work on the date agreed his job would be terminated. What else could we possibly provide?

I am a bit confused with your post. First you state that he has been running a family business, then you say that he provided a letter to CHC that his job would be terminated if he doesn’t return to work on a certain date?

Is he running someone else’s family business as a manager or his own’s family business? If his own, is he telling CHC that he owns the business in one document but telling them he would be fired from his own business in another document? Doesn’t make sense.

Plus, I don’t think CHC would care if he is fired from his job. If CHC denied him visa because they think he might stay over there, what good would getting fired from a job do. If CHC thinks he is going to stay in Canada then he is essentially leaving his job anyway.

Secondly, you providing him an invitation letter is probably causing the issue. You are Canadian. You are his girlfriend, CHC is thinking, yep he is going to go over and stay there.

He needs to provide reasons to come back to Italy. Italian green card is a good thing. Does he own property? Does he have any other assists in Italy. Showing those might help too. If he does own a business, that would be a strong reason to return, but not if he shows he owns the business and then says he will be fired from is own business.

Sorry I realize that part was confusing. He manages a business owned by his family. He does not own the business or have any other assists in Italy. I agree they would not care if he were to loose his job if he doesn´t return. It´s just suppose to show he would loose his liqudation money after 10 years of work if he breaks his contract.

You think the Green Card will help?
Since I will be travelling to Canada with him this trip, I will not need to write a L.O.I. Will this help our chances?
I have been living in Italy for 6 months and I am an Italian Citizen.
He does not own property, but their has to be other ways to prove your return?
Also does it help to apply in person rather then sending by mail? All previous times were applied for in person.

I forgot to mention something. Why is the information he provded sufficent enough for the U.S.A , but not enough for Canada? The hardest point to prove for any tourist visa is that you will return. Does this not help his chances?

tell him to come USA and then apply from detroit or chicago CHC. he´ll get the visa from there.

Well apart from the fact the US and Canada are two different countries with different policies, the biggest issues I would imagine when a visa officer is looking at the application is you. When he applied for the US visa, the officer figures he is visiting as a tourist, he has a job back in Italy and will go back there. There is probably nothing to hold him back in the US.

In Canada, however, he has a reason to stay back. You. You are the reason he may stay back. So Canadian visa officer probably is more cautious.

Perhaps Jay´s suggestion might work, but of course, no one knows for sure.

Going in person vs mailing it in. I dont know if one would work over the other.
